Accessibility Statement

1 Scope

This statement applies to the website www.zukunftsorte.berlin, operated by WISTA Management GmbH, a public company of the Federal State of Berlin.
The site must comply with

  • the Berlin Act on Accessible Information and Communication Technology (BIKTG Bln) and

  • the Federal Ordinance on Accessible Information Technology (BITV 2.0), which incorporates the Web Content Accessibility Guidelines (WCAG 2.1) Level AA.

2 Compliance Status

The website is partially compliant with BITV 2.0 / WCAG 2.1 AA. Several requirements are met, but the deficiencies listed below remain.

3 Non-accessible Content

Navigation (keyboard / focus) The hamburger menu cannot be opened with the keyboard; the focus indicator is suppressed. Complete rebuild of the navigation using semantic <button> elements and a visible focus outline (Q3 2025).
Colours / contrast Some footer text and statistic tiles fall below the minimum contrast ratio of 4.5 : 1. Colour-palette adjustment (Q3 2025).
Dynamic accordions Missing ARIA attributes; status changes are not passed to screen readers. Implementation according to WAI-ARIA accordion pattern (Q4 2025).
PDF documents Embedded PDFs are not PDF/UA-compliant. Gradual conversion or HTML alternatives (ongoing, completion Q1 2026).
Cookie banner No focus trap; buttons have no visible focus state. Focus management and ESC-to-close (Q3 2025).

3a Invocation of Disproportionate Burden (§ 4 (3) BIKTG Bln)

The website covers a highly specialised topic (Berlin’s innovation and “future locations”) and primarily targets a professional and industry audience.
Creating full versions of every page in Easy Language and German Sign Language (DGS) would impose disproportionate economic and organisational strain relative to the site’s scope and resources.

We therefore invoke the exemption under § 4 (3) BIKTG Bln for these two requirements.

Compensatory measure: a concise overview page in Easy Language will be provided that explains the site’s purpose, target groups and main contact options. This page will be published and linked in the footer by Q4 2025.
